South Carolina: Expanded Paid Parental Leave for Certain Public Employees
Effective October 1, 2026, South Carolina’s SB 11 expands paid parental leave for eligible state employees, including those in temporary-grant or time-limited positions who were previously excluded from coverage. The law clarifies that stillbirth is a qualifying event, and increases required paid leave from two weeks to four weeks for employees who are not the child’s primary caregiver in cases of adoption or foster care placement (other qualifying events continue to require six weeks of paid leave). While the law does not impact private employers, state agency employers in South Carolina should update parental leave policies and communicate the expanded eligibility and benefit changes to affected employees.
