Allegheny County, PA: Proposal for Paid Parental Leave Advances
On September 28, 2026, the Allegheny County Board of Health approved a revised paid parental leave bill sending it to the Allegheny County Council for a final vote. The bill was proposed in May 2026 but underwent substantial revisions. In its current form, the bill proposes paid leave for new parents for 12 weeks. The law would apply to employers with 15 or more workers. Full-time employees would only be eligible if they worked at least six months, and part-time employees would need 625 hours worked. Employees also have to work in or have work-related activities in Allegheny County for 80 hours a year or more including remote workers. Employers should continue to monitor the bill for advancement. It needs majority approval of eight votes to become law.
Philadelphia , PA: Training Required for Certain Security Officers
Philadelphia’s Training for Security Officers ordinance (Bill No. 250646-A) took effect March 1, 2026, but the city has not yet begun enforcement while it finalizes the application process and criteria for designating Recognized Security Training Programs. Once enforcement begins, covered security employers will be required to ensure that security employees complete at least 12 hours of initial training within 90 days of hire and at least 8 hours of recurring training every 12 months thereafter; security employees at colleges, universities, and hospitals are subject to an additional 12 hours of initial training. Employers must bear all training costs and compensate employees for time spent in training at their regular rate of pay, and may not require a training certification as a condition of hire. The City has indicated that it will provide compliance deadlines once the recognized training program designation process is established.
