Connecticut: Comptroller to Withhold Payment for Violations of Prevailing Wage Statutes
Effective October 1, 2026, SB 268 allows the state comptroller to withhold payments on public works projects when contractors or subcontractors are violating prevailing wage laws. A stop work order will be placed against the contractor or subcontractor and they will be given ten business days to comply with the prevailing wage requirements. If the noncompliance continues after ten business days, the comptroller can withhold payment until the commissioner issues an order releasing the stop work order pursuant to payment or a settlement agreement.
